Doubling the farmer's Income by 2022 is not unachievable

India is major agriculture economy of world. Agriculture is major produce of agriculture commodities. India is also a major consumer of agriculture produce. At one side local producer are not getting the enough return from their produce at another side import of agriculture commodities are increasing in India. Indian is importing agriculture produce of 1,15,434 crore (2014-15-NFSM) Indian Rs. The number may have risen by 2018. Indian is exporting agriculture produce of 2,39,454 crore (2014-15-NFSM) Indian Rs. The number may have risen by 2018. As per data of USDA India has imported agriculture commodities of 16.9 billion USD or Rs 1,18,300 Crore in year 2016. Mainly India import What, Pulses, Treenuts, Cereals and Edible oil (palm oil, soybean oil and other vegetable oil). These figures show that India is not self-sufficient in food production. AT another side farmer don’t get the market for his produce and he throw his produce after distress selling. 

Recently our Prime minister set a vision of doubling the Indian farmer's income by 2022-23. After analyzing the factors, it is not a day dream. We can achieve this vision of doubling the farmers income. We have largest cultivation land in world, We have market to consume our produce. We must study the fundamentals and We can achieve this target. 

Increase in Agriculture Productivity 

Indian agriculture productivity is very low in world. There are chances of improvement in productivity by 2-3 times. Efficient uses of farm inputs, natural resources, improvement in varieties, mechanization of agriculture, control of post-harvest losses. India have a large agriculture land, there are two-three cultivation season, different climatic zones. Indian have largest population of cattle. But still milk productivity in India is very poor. There huge scope of meat, production egg production. India has very long coastal line, there is huge potential of fish production and export. Indian need to explore natural resources to its full potential up to sustainable levels. For example; as per World Bank Data Global cereal productivity is 3967 Kg/Hectare, while productivity in India is 2993 Kg/Hectare. Cereal productivity in china is 6029 Kg /Hectare, in USA 8143 Kg/Hectare in Europe Europe 5363 Kg/Hectare, in this example of productivity of cereals, India has huge space to improve the productivity. Same facts are with other agriculture produce. 

Area and crop Specific Value Chain establishment 

In depth study we find that we have production, but we don’t have infrastructure and industries for post-harvest handling of agriculture produce. Farmers throw the Onion, Potato, Tomato, Sugarcane on road. Nothing should go to road. Good should be come out from farm and everything must be processed or stored. In a civilized society it is not justified that food is thrown on road and at another side hungry citizen is sleeping on road. Potato can be dried, tomato can be dried, Onion can be dried but it doesn’t make any sense if farmer throw it on road. In first step few value chains can be established it can be studied and these chains can be replicated. This will generate the new employment in rural area. If it is potato grown area than every potato must be processed. 

Improvement on Quality of agriculture produce 

Quality of Indian agriculture / products are not as per international markets. There must be homogeneity in quality, produce should be bold and beautiful, Nutrition value of agriculture food production should be improved. Quality food production will give good value to farmers, it has long self-life, it is easy to process. Importance of quality should be explained to farmers so that inferior quality should not come out from farm. Even in distress selling condition good quality fruit and vegetable get higher rates than market price. It is also easy to sell the quality material. 

Promotion of Local / Domestic produce 

India is rich in agriculture biodiversity. We have many cultivation climatic conditions, We have different regions, we have different crops, we have different varieties of a particular crop. Govt should promote local dishes, local food, nutritional value of local crops. We have seed that since last 9-10 years there is huge promotion of Olive oil on health ground, on cosmetic ground. major food, TV channel, major Food program, famous chef is cooking the food in olive oil. What is this? This is simply any introduction of new edible oil in Indian kitchen. We can run these long term program and create an awareness among people about our local food / food on health benefit ground, taste ground, food supplement any other way. Local produce will find the market and import of agriculture produce will be come down. Govt should also promote health hazards of imported food items. Ultimately the benefit will go to the local farmers. 

Consolidation of Agriculture land 

Govt should consolidate the non-economical size of marginal and small size land. The existing owner should be backed with assured employment in agro processing industry or social benefit with assured income to very family. Land consolidation is very important in increase of agriculture production. Fix cost will be come down, production will increase, and profit will increase. Price fo agriculture produce will come down Indian market will become more competitive for imported agriculture commodities. 

Removal of MSP. 

MSP plays a major hurdle of the market it disturbs the normal economic cycle of Agriculture cycle production. It also gives support to commodity price at lower side. It makes a space for imported agriculture commodities. Market backed price will lead to the judicial production of agriculture commodities. Farmers will not produce the over produced Agriculture commodities. Demand and supply will be balanced, and farmers will not face the problems of distress selling. Resources will be utilized in non-economic production of agriculture crops. Every farmer doesn’t get the benefit of the MSP. It increased the dissatisfaction among the farmers. Power centric farmers use these benefits. Benefit of MSP don’t go to farmers, but effect of MSP is transferred to the consumers. 

Fare price benefit to producer 

After the selling the commodity by the farmers processor process the produce and it reaches to end consumer. Due to price inflation, value addition any profit made by the value chain cycle, after a level must be goes back to the producers. In the cases of vegetables farmers sell it at very low price during the good crop production season but processed food items are always sold at fix. price. Farmers will not come under pressure of distress selling. He will have an opportunity to make money even in the condition of distress selling. 

Increase in Export of agriculture commodities.: 

Govt should conduct the study of major market for Indian agriculture commodities. Govt should work on local processing instead of export of raw material/ commodity. Govt should establish the tough food standards as per the international market. So that Indian should not lose the opportunity of processing of commodity. This will generate the income for local processor. Special in China, USA, Russia, Europe have only one cropping season. India can supply the fresh fruit, vegetable and other agriculture produce to these countries during the winter period. 

Investment Agriculture technology up-gradation 

Instead of assistance / waiver Govt should invest in technology up-gradation. In the cases of waiver of assistance money goes to the corruption and it doesn’t not reach to the right beneficiaries. Govt should invest money on agriculture market infrastructure development, Storage development, processing development. Today world is moving toward the precision farming, block chain technology, automation of agriculture operations, soil less farming. The loan waiver and financial assistance amount will open the door of new employment opportunity. New technologies will come in market and cycle of agriculture finance will not break. It will satisfactory for the honest farmers and traders.

Promotion and consumption of processed agriculture food. 

Govt should promote the processed food. Fresh food has short self-life, more handling, transportation and marketing cost. Processed food will give the new employment opportunity to the rural youth and entrepreneur. Prices of processed food are stable, and consumer can be safe from the immediate inflation of the agriculture commodities. 

There are many other steps that we can increase the income of Indian farmers. Annually 1,18,000 Crore import bills is not a small amount. With judicial decision and long-term steps this amount can be go to the pockets of Indian farmers. If we will not do then imported item will increase the share in Indian market. That will be additional loss of forex, local employment, loss of income of Indian farmers.

Who will pay the cost of political loan waiver promise ?

In democracy election of representative is the backbone. Political parties use this process to keep themselves in power. Now a day’s political parties are making false promise to attract the segment of the voters for mass polling in favour of their candidates. Before 2000 poverty eradication was a general issue among public for political promise. Now political parties have segmented the poor in different vote bank like dalit, backward, minority, women, farmers. These parties are making different promise to attract the voters. Due to lack of long-term policies farming sector in India is facing a lot of crises. In some state’s agriculture production is not good. In some states production is not getting enough market support due to lack of marketing infrastructure. Ultimately small and marginal farmers are not making enough profit even after good crops.

Govt provides agriculture loan for farmers on subsidized rates with easy term of return. Political parties are using the tool of farm loan waiver. These false promises are making the farmers greedy and promote the to not pay. Once the parties get the power with these promise then they try to bypass the promise like a half-cooked dish. They put a lot of terms like, limit of land, limit of waiver amount, type of bank and so and so. Parties knows it very well that they will not able to full fill the promise, but they use this strategy to come in power. 

Mass loan waiver is not economically viable step of agriculture industry in short term and long term. Ultimately the economic burden come back to farmer and poor. Govt use a lot of financial resources to complete the promise. Govt puts a lot of additional taxes to cover this revenue loss. Govt increases the taxes or cut the expenditures of the long terms’ schemes. These taxes are added back to the final prices of the good used the consumers and step by step this financial burdon reaches to the poor. It increases the inflation rates. Inflation leads to increase the living cost of poor. Living expenses of poor increases. More than 90% farmers are having small and marginal land. Most of these farmers are poor.

Who will pay the cost of political loan waiver promise ?

Agriculture loan are given against the mortgage of agriculture land. Small and marginal farmers don’t have big land, so they don’t have much access to agriculture loan, Sometime title of small land holding is not clear or there are more than 2-3 owners. Bank don’t give loan due to documentation problems. Ultimately this loan waiver will not benefit them. There is one another category of farmers who take the land on rent and do the agriculture. Generally, these farmers are known as land less farmers. They have also not access of the agriculture loan. Above two categories are very important category for agriculture production and food security. This loan waiver will not also benefit to tenant farmers. 

Big farmers have access to agriculture loan easily. They have big land holding and their land titles are clear. These farmers have good profit from agriculture since the fix cost are very low. This category of farmers is political influential category. These big farmers are also part of local power. In some cases, it was seen that they rent their land to land less small farmers. They take loan from bank even after they are not doing agriculture. They take the loan from bank and give this loan on credit to land less farmers at market rates. This market rates are more that 5-6 time higher than the institutional agriculture loan. If some farmers want to play safe, then they withdraw the agriculture loan and re-invest it in bank as Fix Deposit. In worst and safe case, they are earning 3% - 5% interest. Once the govt change then these farmers get benefit of loan waiver. This loan waiver cost is born by the poor farmers and land less farmers. This loan waiver doesn’t help the category of farmers who need it.

Instead of this loan waiver Govt should invest in market infrastructure, storage, processing. With these steps post-harvest losses will be come down. Self-life of agriculture produce will increase, farmers will have easy access of market. Farmers will safe from the condition of distress selling or over production. These practices will generate the new employment. Excess production will available for export. It will increase the income from agriculture production. In the condition of excess production and distress selling, farmers throw the commodity / produce on road. With in one-two month farmers purchases same produce at 10-20 time more cost.

Economic point of view loan waiver breaks the economic cycle of the agriculture industry. Money doesn’t return on time to the source. In some cases, it was also seen that agriculture loan goes to lifestyle expenses, non-agriculture needs of farmers, or some other head for which agriculture loan was not sanctioned. Farmer organization, farmers, civilians should arise voice against these non-economical steps. If the money will go to long term investment, then it will be beneficial for whole industry an stake holders. Today word is moving toward the precision agriculture, automation of agriculture, soil less farming, urban agriculture. If we will not invest in right direction then our market will be flooded with the imported food items. It will be disaster for local Indian agriculture and not one will spare.

False political promise and agriculture crises in India.

In this week there was news head line that “Farmers of MP stop repaying loans after Rahul’s waiver promise”. For the politician gain political parties make some false political promise to get the vote in mass. Rural community is a big vote bank in India and most of rural community is employed in agriculture. Honest farmers repay their loan on time, but these types of false promise promote honest farmers to not pay their loan on time. Farmers are highly influenced voter community in India. Greedy politician use farmers to make their political career. Sometime agitation reaches to the level of violence and farmers get killed in riot control measure by Police.

In some states political parties promise for free electricity, free water, assured minimum support prise. These types of lucrative false promises are problematic for coming govt and famers. Agriculture is long term policy driven sector it not a politics driven subject. Policy must integrate all the issues like international market develop, new technology introduction, international business, global trade policies demand and supply of agriculture production. World population is around 7.7 Billion, it is keep increasing. To feed the global population will be a bis production in coming years. It more problematic in the highly populated country like India. 

Govt take lucrative steps to complete the false promises. Generally, these steps hurt the agriculture business environment. Before Karnataka state election congress promised for full loan waiver. After formation govt farmers stopped paying loan to financial institutes not govt is issuing arrest warrant against the farmers for recovery of loan. In Madhya Pradesh Govt offered the margin money to farmer between MSP and actual market price. This promise leaded to oversupply of agriculture produce to market. As farmers were assured to get their margin from govt, they carried their whole stock in market. Prices of commodities fell below the expectation levels. There was crises in commodity prices in local agriculture market.

Agriculture data collection: A big challenge for Indian Agriculture

Data collection is a base of planning and analysis. Indian agriculture is very much diversified in many means like size of land, availability of water, type of crop, season, climatic condition, market value, market demand and many more. There is no hesitation to say that there is no reliable source of agriculture data in India, Most of data are collected by govt employees. There is shortage of govt employees, it is always questionable about method and authenticity of data collected by them. We don’t have any sufficient information about the crop cultivation area, production of agriculture produces, consumption of agriculture produces and available stock. 

Policy makers can’t make effective policies as there is no reliable data collection mechanism. There are various points of data collection all these points can be assembled on single platform and data can be extracted as per demand. First point is farmers. Farmers can feed the detail of his land and area of different crop taken on his land. Farmers are primary source of authentic data. Govt must create awareness among farmers for data collection by the farmers. These data can be matched with the agriculture input sellers, that particular input seller has sold the farming input to that particular farmers. After that farmers sell the farm produce to the agriculture market. That agriculture market can be cross check the details if farmers have taken crop on sufficient land as per production with sufficient farm inputs. After that buyer can cross check if there is sufficient production of particular commodity in the specific region. Block-chain technology can be helpful here in real time data collection. 

Once the data is collected then it can used by all the stockholders as per their need. Farmer can use it to know the demand of hind production, availability of stock in market and decision making for crop cultivation planning. Traders can use it know that how much quantity they will have to buy from farmers, If the quantity is more that then have they sufficient storage to store new arrival, have they sufficient money to make payment to farmers. Processor can make decision about planning of processing. if the product will available is sufficient quantity for processing. From where processor will but the stock. Govt can make decision if there is any requirement to ban the export import to control the prices from falling or inflation. 

Data collection is very crucial step. There must be easy availability of the reliable and real data. Poor data creates a lot of problem for agriculture. After spending the money by the govt, basic agriculture problems remain as it is. At some places farmers don’t get the price of their produce and at some places there is problem of inflation. 

Crop residue / stubble burning in India should be handled in proper way

In northern India crop residue / stubble are burnt on large scale after the harvest of rice and sugarcane crop, For farm preparation next crop farmer choose an easy way of burning to eliminate the stubble from farms. This wrong practice cause a lot of pollution . There is no rainfall before winter and the particles of carbon & smoke keep suspending the environment. During winter time these smoke and carbon particles form a think layer in lower atmosphere. The pollution causes a lot of environmental and health problems.

Supreme court of Indian and instructed the respective state governments to handle the problem. Govt have come with many solution including monitory assistance and financial fine. Govt is handling the problem in wrong way. There is no complete solution with govt. Either farmers are not getting complete financial assistance as promised or they are heavily fined. Now farmers are burning the stubble intentionally in protest against govt orders. 

Generally farmers don't have time to collect the stable and dispose it before sowing of next Rabi crop. Harvesting machines are made to cut the mature crop at the height of one feet . It is easy for harvesting machine to operate at more height. Farmers have no knowledge what to do with crop residual or stubble, They see it as a burden in their agriculture operations. Govt must avoid the monitory assistance as money is not used in proper way and It becomes a political reason to push farmers for more financial assistance. Financial assistance is not a solution.

Improvements in harvesting machines : If govt ask machine manufacturers that there must be modification of additional attachment that machine harvest the crop from ground level. After the crop harvesting the residual can be collected properly and completely. Govt must put ban on manufacturing of traditional machine which don't cut the crop from ground level. 

Conversion of stubble / crop residual into Organic manure : Govt must give training to farmers and create awareness among farmers for making of organic manure. Crop residual is rich in Organic carbon, Phosphorus, Nitrogen, Potassium , Calcium and other micro nutrients. Farmers burn these nutrients and these nutrients converts into the hazardous gases which creates a lots of health problem to rural populations. Farmers can go for individual approach of making organic manure or it can be a collective approach at village level to make organic manure at one place. Market value of one kg organic manure is not less than Rs 4-5/Kg . This manure will increase the nutrient content of soil. Farmers will happy to in rich his soil with nutrients. If there is 5000 Kg of Stubble production per hectare at lower side then farmers is adding the nutrients of 20,000-25,000 per hectare to his farm.

There is one product developed by the National Center for Organic Farming, Ghaziabad ( U.P.). The name of culture is " Waste Decomposer ". This 30 gm Bottle cost Rs 20 only. It can convert 1000 MT crop residual or stubble into organic manure with in one month. It is very effective culture. This process requires 2 Kg Jaggery and 200 Litre water. With minor investment farmer can save the nutrient of Rs 25,000. These additional nutrients will give result in next crop production.

Educating and awareness among farmers will motivate them to not burning the crops residue. Farmers will find a effective way to solve his problem and govt will also solve its purpose to minimize the pollution caused by crop burning. 

Making Indian agriculture profitable and sustainable.

Indian agriculture has plunged between domestic welfare and global market. Govt is not finding and permanent solution of this imbalance. Indian agriculture is passing through the blind way and no one knows where it goes. During the British times British govt developed Indian agriculture in context to International Trade. British Govt put major focus on industrial crops like Cotton, Jute, Tea, Coffee, Tamarind, Indigo, Sugarcane, Potato, Spices.  After the independence from British Govt Indian agriculture focused toward elimination of hunger. Independent Indian govt put major focus on Food crops like wheat, rise and pulses. Govt achieved its goal and India was able to feed the local population without any import. After the globalization and open market economy Indian agriculture market was open for foreign players. It was very crucial time when agriculture needed a lot of reforms as per globalization. But govt paid attention to industrialization. Govt paid attention to manifesting and service sectors.

After the open economy Indian agriculture faced a lot of distractions and Indian agriculture was not well equipped with global market. Indian agriculture produce was not as per global standards and local product was not able to compete with import of agriculture produce.  Now Indian agriculture market has become the import centric. Import bill of India is increasing day by day. Today India is importing edible oil, Pulses, Wheat, Fresh Fruits, Sugar. In year 2016-17 there was import agriculture commodities of USD 25,636 Million or Rs. 1,40,268 crore Rs. it is a alarming figure as mouth of Indian citizens are increasing. By 2025 there will be 1.5 billion citizens in India. Agriculture land is dividing in small holdings. Agriculture land in shrinking or converting into residential and commercial land. We can increase the agriculture land.  We can find the solution of this problem in better management of resources and better long-term policies. 

Population Control:  

Indian need a long-term policy on population control. Pressure of population is increasing on resources. Currently population is increasing like human blast. Birth rate in high, mortality rate in low in new born, life expectation of senior citizens is increasing. Low mortality rate of new born and life expectation rates are positive figures. We need an immediate control on birth-rate. Govt must policy of one child of two child so with strict regulations so that number of feeding mouth can be stopped. Increasing population is also dividing the agriculture land in small plots. Most of agriculture land in small plots are used in operations and road / path. Productivity of land decreases due increasing fix cost of small land holdings.

Agriculture land consolidation: 

Agriculture land must be reorganized and consolidated in large plot of minimum 500 Hectare in rainfed and 100 Hectare in irrigated. Current land owner can be attached under social security scheme with free education, food, residence and unemployment allowance if current land owners remains unemployed in future. Land consolidation is key of better management and planning of the profitable agriculture. Cost of farm operation and farm maintenance cam be controlled and minimized with land consolidation.

Removing the MSP: 

MSP makes the basic price of commodity high. That makes easy entry of the imported material. Govt can give benefit to farmers in welfare scheme instead of mixing it with MSP.  MSP is not covering all crops and entire country.  Govt don’t purchase whole material at MSP. MSP foes farmers to cultivate few crops. Somewhere it disturbs the decision making of farmer for crop cultivation. Cost of cultivation of the crop is name same through out the country due to different fix and variable cost. If the prices of domestic production will be low then prices of imported good will be also lower than domestic prices. 

Non subsidized Agriculture loan: 

Govt gives a lot of subsidy on agriculture loan to farmers. Agriculture loan in misused in two ways, poor farmers used the agriculture loan in non-agriculture uses. Rich farmers used this load for lifestyle expenses.  Mostly big farmers benefit from agriculture loan.  If the agriculture loan will available on market prices, then only the needy farmers will take agriculture loan from banks.  If the needy farmers will take loan, then loan will go to the exact place of requirement.  The surplus money allocated by govt for loan will to another agriculture development programme. 

Separation the farmer welfare and agriculture scheme:

Farmers welfare is essential part of social development Sometimes agriculture development is halted due to farmers welfare both. For the benefit of farmers govt increases the MSP of the agriculture products.  Money doesn’t not go to the allocated head.  Govt should make separate plan for the welfare of farmers which can cover his essential need, welfare, social security and social development.  Agriculture scheme should be focused toward increase of production, minimize od production cost and improvement of quality of the production as per international market. Mechanization and R&D in food processing in major thrust area. For example, govt gives subsidy for agriculture loan, farmers use that loan for his personal use. After two three years Govt wave off the agriculture loan.  The allocation was for agriculture development but govt covert it into the welfare scheme, this type of practice hurt the agriculture development. It changes the mind set of farmers and he make his mind for non-payment of the agriculture loan.

Privatization of agriculture research:

Agriculture research in going through the pathetic condition. Most of agriculture research budget is used for the salary of scientist and staff. Research initiated by institute is not market oriented and economical profitable. For political reason govt has come with many agriculture, veterinary, horticulture, fisheries universities, due to separate university a lot of budget is used in administrative expenses. In some projects there is more availability of the scientist and at some project three non-availability of staff. Market oriented research will open the door for the private investment and agriculture research will be come equal to international standards.  World is working on advance technology in agriculture like digital agriculture, use of UAV in agriculture, Soil less agriculture, Urban agriculture, intervention of robot in agriculture. There is not any major research initiative toward these technology in agriculture in India. Many countries area working toward the block chain technology in agriculture and real time demand and supply of agriculture produce. 

Crop cultivation Planning:

Govt must come with a planning of crop cultivation. Promotion scheme should be for the defined area and defined crop. Many farmers use a lot natural resources like water and electricity but they produce only few crop and increase the over production. Crop cultivation must be allocated as per available natural resources and market demand. If some crop is exceeding the production and govt should focus on another crops. Indian produces a lot of rice and Sugarcane but India import a lot of vegetable oil and wheat.  Over production decrease the market value of existing stock and increase the import of non-production agriculture commodities. There is requirement of real time agriculture data and statics, so that govt can make a long-term sustainable production planning as per demand of country.

Minimize the dependence of farmer from crop cultivation

Do farmers get low share due to Unfair Trading Practices in Agriculture ?

Food is the primary requirement of human civilization. Food production is also primary employment for the human civilization. Earlier days of human civilization food production was attached to the rehabilitation, cities or villages. After the rapid urbanization food production activity and agriculture became the secondary employment. Most of the food production move out from big cities. The distance between production and consumption gave birth to trading & food processing activities. In the earlier days, there was the direct exchange of agriculture produce between producer and the end consumer. Grading, packing, and delivery activities were at producer (Farmer) end at another side most of food processing activities like cleaning, preservation tasks were day to day domestic activities at buyer end. In this exchange, there was no gap between producer and consumer. 

Now the scenario has changed. The producer has limited himself to food production and the buyer has limited himself to food consumption. In between task like grading, cleaning, packing, processing, preservation, trading, selling is done by the middleman. Producer and consumer have been totally cut. Now the consumer is not aware of the selling price of producer and producer is not aware of buying price of the consumer. Earlier days consumers were totally depended on local production. The producer was totally depended on local consumer. Now people have developed their different taste and they are consuming the food which is produced which is not produced locally. Trading of food activities started with this change and adoption of taste.

With increasing trading activities, food processing activities developed to stabilize the form of produced food. Now it has become full-scale food processing activities. Food production & Food processing activities have become investment-centric activities or industries. With increasing investment, the gap between seling price of producer and buying price of the consumer is increasing slowly and slowly. Nowadays scope food is not a limited to health or taste. The scope of food in increasing slowly and slowly. Now packing, colour, branding, emotion, taste, lifestyle, status, readiness, export, import, health, taste, process of production, type of production, form of produce, delivery, readiness, comfort, shelf-life, quality, grading, shape, packing, colour, and others has become the scope food. Companies are adding different values in food. 

After production and before consumption all the activities are value addition activities. A margin is added at every value addition activity and prices of food produce are keep increasing. Ultimately buyers/end consumers bear and pay all these costs.

Now economists are raising the question that farmers or producer or not getting the fair share of what buyer or consumer is paying. for food produce. By looking the financial condition of producer question is guanine. 70 % world food production comes from small and marginal farmers. In reality buyer not only bear the cost of food, but he also pays for packing, transportation, storage, endorsement, branding, research, interest on, investment, rent of land, cost of post-harvest loss, the inferior performance of employees, manufacturing losses, taxes and duties. 

All these value addition activities provide the employment. If anything is added to increase the farmer’s share will be defiantly reach to buyer or consumer end. Buyer or consumer will have to bear that cost. This is also the duty of Govt that buyer get cheaper food without any unnecessary extra regulatory burden.
